See if there is an Australian Handwriting Recognition add-on in Manage Optional Features? Otherwise I suspect you may have to change your Language preference temporarily to match one that is in there already. Then see if you can switch your Language by pressing Win+Spacebar. Proof that this may be necessary is to try using Win+H. Even though I have English (CA) Speech Recognition in Manage Optional Features, Win+H only works if I set the Language via Win+Spacebar to English (US). Heh. Win+H doesn't even work if the US keyboard is DSK. Speech Recognition depends on your keyboard? Then that might apply to Handwriting Recognition even more so.
