Thank you for reaching out Microsoft Community. It might be related to the touch screen. Kindly try the steps below:
- Open Device Manager.
- Expand Human Interface Devices.
- Right-click on HID-Compliant Touch Screen and select Uninstall. If there is more than one driver, uninstall that as well. If only one driver, click View then Show hidden devices. If the other driver shows up HID-Compliant Touch Screen, uninstall it. Include the Intel Precise Touch Device. (Note: If prompted with a checkbox stating "Delete the driver software for this device", leave it uncheck then hit Uninstall.)
- Restart the device and test your pen using different writing/drawing apps.
