May I know what troubleshooter you've run when it's showing a problem with Windows update? Make sure that all updates are installed including Optional updates.
Let us both isolate the problem by running the steps below.
Uninstall Intel Precise Touch device and the HID-Compliant Touch Screen driver and restart.
Open Device Manager >> Locate and expand Human Interface Devices >> expand Human Interface Devices >> Right click on HID-Compliant Touch screen and select Uninstall. If there is more than one driver, uninstall those as well >> Right click on Intel(R) Precise Touch Device and select Uninstall.
Boot your device to UEFI and see if the issue is present.
- Shut down your Surface and wait about 10 seconds to make sure it's off.
- Press and hold the volume-up button on your Surface, and, at the same time, press and release the power button.
- The Microsoft or Surface logo appears on your screen. Continue to hold the volume-up button. Release the button once the UEFI screen appears.
If the issue exists in UEFI, then we know it's a hardware failure.
