Anyhow, we really appreciate your time and effort in trying to fix the issue. It's just unfortunate that the issue still persists after you've gone through. I truly understand how concerning it is.
But since reinstalling the Windows did not fix the problem, then this might be related to a hardware failure already. If you also think this has something to do with the GPU, you can check it in Device Manager if its driver is there or not. Open Device Manager > and expand Display Adaptors.
Otherwise, to help diagnose the issue more, it would be best to contact our Microsoft assisted support via Contact Us Microsoft Support. If the support link does not work, try it on another browser.
