I suggest booting your device to UEFI screen and see if issue exist. To load the UEFI firmware settings menu:
- Shut down your Surface and wait about 10 seconds to make sure it's off.
- Press and hold the volume-up button on your Surface, and, at the same time, press and release the power button.
- The Microsoft or Surface logo appears on your screen. Continue to hold the volume-up button. Release the button once the UEFI screen appears.
- Test the top half of your trackpad and see if it allows you to control mouse cursor.
If issue exist in the UEFI screen, then we know it is a hardware problem. If top half of the touchpad works in UEFI screen, I recommend resetting your Surface. To learn how, see Restore or reset Surface for Windows and follow the recommended steps for "Reset this PC."
