Although you haven't shared any screenshots here, based on your description, I believe that your Surface Pro 4 screen must be experiencing some strange anomalies at this time. However, it would be great if you could share some screenshots or videos here, so that we can leave out as few details as possible.
First of all, I would like to kindly remind you that based on your simple description, we can not directly troubleshoot the problem, because there are many possibilities leading to this exception, driver failure, system file damage or loss, hardware failure are possible, unless there is a direct screenshot or video information to corroborate.
So let's start with the simplest steps to try forcing a shutdown and restart of your Surface:

- Press and hold the volume-up button and the power button at the same time until the screen turns off (about 15 seconds), then release both.
The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds. - After you release the buttons, wait 10 seconds.
- Press and release the power button to turn your Surface back on. You should see the Surface logo.
This is one of Surface's dedicated recovery methods, which can clear the hardware cache while waking up features that may be in a pending state.
If the problem persists after a forced shutdown and restart of the Surface, manually download the driver and firmware package for the Surface Pro 4:

After the installation is complete, restart your Surface and see if the problem reappears.
If the problem still does not improve, then please back up all important data, because next I will recommend that you reset the Surface or restore the Surface to factory Settings, in order to check whether the problem is related to hardware failure.
Resetting the Surface is simple, go to the Start menu -- Settings -- System --Recovery--Reset PC. You can preferentially choose to retain personal data, but if this does not work, it is recommended to choose not to retain any data.

However, this process ensures that there are no exceptions to the reinstalled system. There are full text instructions in the link, but also the full video process, please watch carefully. If the problem reappears after restoring the Surface to factory Settings, then your Surface Pro 4 screen does have a hardware failure.
