Surface Pro 4 battery stuck at 49% and turn tablet screen sleep button become button to shut down the tablet

My surface pro 4 battery stuck at 49%, I have rebooted the tablet for several times, it doesn't work, no matter I charge it over night, it doesn't move a bit.  Also, my button for making the tablet sleep has turned to a button to shut down the tablet, I tried to press the button lightly but it still pop up the shut down screen.

    Thanks for reaching Microsoft Community. We are sorry to learn you have charging issues on your device. I am here to help you out get the resolution for this.

    For your power button's function, please visit this page to learn about how to Shut down, sleep, or hibernate your PC.

    To make your PC sleep:

    1. Open power options: Select Start , then select Settings > System  > Power & sleep  > Additional power settings.
    2. Kindly select Choose what the power buttons do. Next to When I press the power button, select Sleep, and then select Save changes.

    Please check if the Battery Limit is enabled through the Surface UEFI page.

    You can load the UEFI firmware settings menu through Windows. To do this:

    1. Select StartSettings > Update & security  > Recovery.
    2. Under Advanced startup, select Restart Now.
    3. Under Choose an option, select Troubleshoot > Advanced Options > UEFI Firmware Settings, and then select Restart.
    4. Go to Boot Configuration to check if Battery Limit is enabled. If it is, please turn it off.
    5. Press Exit and hit the Restart button.
    6. Then try to charge it again.

    After that, please force a shutdown and restart your Surface.

    1. Press and hold the power button until the screen turns off (about 10 seconds), then release the power button.
    2. Press and release the power button to turn your Surface back on. You should see the Surface logo.

    If that doesn't work, use this two-button shutdown process to make sure your Surface turns off completely:

    1. Press and hold the power button on your Surface until the screen turns off (about 30 seconds), then release it.
    2. Press and hold the volume-up button and the power button at the same time until the screen turns off (about 15 seconds), then release both.

    The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds. 3. After you release the buttons, wait 10 seconds. 4. Press and release the power button to turn your Surface back on. You should see the Surface logo.
