This question was asked previously and since Microsoft has locked that thread, I am creating a new thread to provide the correct answer.

I have Microsoft Surface mouse. Suddenly the scroll function stopped - Microsoft Community

In the meantime, you can try to run the Hardware Troubleshooter.
  1. Press theWindowskey***+ Xkey and selectControl Panel.***
  2. Click onTroubleshooting*.*
  3. Click onView alloption.
  4. SelectHardware and Devices*.*
  5. ClickNextand follow the onscreen instructions to troubleshoot the issue.

As it would be obvious to most, this is a hardware problem with this product. In my case the issue was with a Modern Mouse and the fix would be a bit different for the surface mouse. I do not want to try it on the surface mouse as it is working fine and I am afraid to ruin it.

So, here is the solution:

  1. Snap open the top shell
  2. Remove the 4 T5 screws
  3. Remove the inner shell
  4. Observe that the wheel is moving freely on the inner spindle
  5. Move the wheel to one side so that the spindle is exposed.
  6. Put half-a-drop of superglue. Too much will ruin everything.
  7. Slip back the wheel into place
  8. Put back the inner cover
  9. Wait for a few hours to let it dry
  10. Snap back the outer shell
  11. Test it out... mine is working line original
