How do you transfer files from a PC to a Surface Duo?

I download the Your Phone app and I can transfer files from the phone to my PC but I can't move anything from the PC to the phone.

    Connect your USB to PC, then in notification center, set it to file transfer.

    I do not see anywhere in the notification center where I can set it to file transfer.

    What I am actually trying to do is be able to read a PowerPoint file I put on a USB drive and have it be read by my new Surface Duo. Every file manager app that I have tried says that it doesn't read exFAT formatted files. Can you help?

    Enable the developer options in the settings (tap the build number in the About area seven times to make them visible), and then go to the Developer options under System. Find the Default USB configuration, tap it and select File Transfer. Make sure the Duo is unlocked when using the USB cable to connect to the PC. The Duo should then show as a drive on the PC and you can copy files to it.
