I noticed that you currently do not seem to be able to access the Surface Pro 3's BIOS screen. I'm sure you followed the steps below to try to boot the BIOS:

- Shut down your Surface.
- Press and hold the volume-up button on your Surface and at the same time, press and release the power button.
- When you see the Surface logo, release the volume-up button.
The BIOS menu will display within a few seconds.
Configure Alternate System Boot Order
To choose the order in which your Surface boots, select Configure Alternate System Boot Order and select one of the following options:
- SSD only
- Network > USB > SSD
- USB > Network > SSD
- USB > SSD
- Network > SSD
You can select the USB boot item according to your needs.
If you still can't boot this way, I would recommend trying to replace the USB drive to try it out.
I also noticed that you wish to upgrade your Windows 8 system to Windows 10, and I would recommend that you get the corresponding recovery image for your Surface Pro 3 in your USB device:

Additionally, we cannot guarantee that your Surface Pro 3 will still be able to boot into the BIOS/UEFI interface. But I still look forward to your test results. This can help us confirm if the problem stems from the Surface Pro 3, or if it's a driver issue.
