After reading what you have posted, I think, you may have some doubts about the virtualization related features of Surface Pro 8.
Usually, virtualization related features are enabled by default on Surface devices, and you can refer to the following link:

Also, please allow me to kindly remind you that Surface devices are not BIOS capable, Surface has a UEFI interface, and you can refer to the following link on how to use UEFI:

And regarding the use of Intel vt-x, I understand after checking the Intel related support link that this feature is also enabled by default, you can refer to the content in the following link:
