I mainly use Photoshop CC 2017 for all of my graphic and illustration work, and I haven't had this problem until I just returned from my trip out of country to the Carribbean. I tried to draw in an Essentials workspace with the Brush tool and discovered that my Surface Pen that came with my Surface Book wouldn't draw when I zoomed in on the canvas. Instead it scrolls to the side and is super jittery when doing so. It allows me to still push buttons and select options as normal but if I want to draw I have to hold down the side button which gives me a hand cramp and is very inconvenient.
