Phone Link not working with my iphone 13 pro max

Trying to connect my phone and surface pro 7 does not work. the screen on my phone is stuck at connecting (see picture).

read a similar thread from Mars 2023 and update was the common issue. both my surface and phone are running with the latest software update but still not working. I have restarted both devices and still nothing. please help

    Based on your description, we understand that you are having issues in connecting and setting up Phone Link on your Surface Pro 7 and iPhone 13 ProMax where it would just sit and stuck on the connecting phase. Let us work together in troubleshooting to and get this sorted out.

    What Windows version, edition and OS build is your Surface Pro 7 running on? To check, go to Windows Settings > System > About then check under Windows specifications section.

    Are both devices connected to the same network?

    First, may I know how are you trying to connect both devices with Phone Link? Is it by scanning the QR code? Please check this page and make sure to follow the steps provided: Phone Link app requirements and setup - Microsoft Support

    1. Find the Phone Link app in your Start menu. (You can also search for this)
    2. Open the app. Under Pick your phone, select iPhone®. If this is greyed out, your PC’s Bluetooth may be turned off or is not yet available yet.
    3. Follow the step-by-step pairing instructions.
    4. Scan the QR code presented on your PC with your iPhone®'s default camera. This will initiate Bluetooth pairing.
    5. Make sure you grant permissions on your iPhone® to sync your messages, notifications, and contacts to your PC. See below on how to do this.

    If issue persists, do you have any third-party antivirus installed on the Surface? If yes, please try disabling it first then try connecting again.

    Please try also to run the Surface Diagnostic Toolkit on the device to run some system checks and repairs then check for updates again in Windows Settings > Updates& Security to make sure all updates are installed including Optional updates.
