Surface Pro 6 restarts into UEFI

Hello,

Looking for help with my surface pro 6 booting into UEFI. I can still boot into windows if I press the power button an hold the volume down button 15 secs. I have tried the follow techniques to fix the issue:

  1. Clean install using USB recovery method
  2. Microsoft Surface Data Eraser tool followed by a clean install using USB Recovery method
  3. Disk Volume check rendered no issues and there is no failed SSD icon in the corner of the UEFI screen.
  4. Let the battery drain to 0% to reset the RAM in the case there was corrupt data stored in RAM.
  5. Changed boot order

In total I have tried every available method to get the surface to boot into windows and after every restart the surface still boots into UEFI first. To reinterate I am only able to access windows by pressing the power button and holding the volume down button for 15secs. I am looking for some advice here on what the potential issue or fix is.
