disable driver signature enforcement on microsoft surface pro 7+

After resetting via troubleshoot i've got only BitLocker prompt to enter bitlocker key.
F7 button only adds "7" to key input field.
after entering bitlocker key it runs command prompt and thats all.

    Hi Andrey Palyvoda,

    Thank you for reaching Microsoft Community. I'll be asking few questions to better understand the issue.

    May I know what option did you choose when your reset your Surface?

    Were you able to get a picture of what does it show when it run the command?

    For the meantime, try to force the device to shutdown and restart. Disconnect the keyboard and do the steps below.

    Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.
