Surface Pro 4 USB not connecting to scanner

Trying to get a small check scanner connected to a surface pro.  When I connect the scanner, the USB doesnt seem to recognize the device.  When I plug in a cell phone, the USB recognizes the phone.  The scanner is working correcdtly as I plug it into the PC (tower) next to the surface, and it works properly.  Any thoughts?  the Surfaces were bought mid-June 2020.

    May I know what the make and model of your small check scanner? 

    Have you tried contacting the scanner manufacturer? Usually, a driver needs to be installed on the device when we encounter this kind of issue. When you plugged in the scanner, try to open Device Manager then check if there is a USB driver that shows an error. If yes, try to right-click on it then choose Update driver. Select Search automatically for updated driver software
