Issue with scrolling Microsoft Surface

Hey guys I recently purchased a Microsoft Surface Pro 6. I have an issue that when I scroll upwards on ANY browser the bottom of the browser also gets pulled upward about 1/3 of the way up then stops. This creates a white space and goes away if I scroll back down but comes back when scrolling up. Is there a fix for this? I am using touchscreen only as I have not purchased a type cover yet. Also this only happens about 50% of the time.

    Please try these steps to troubleshoot the issue:

    1: Run Surface Diagnostic Toolkit and check Windows Update

    2: Update drivers and firmware

                                   Check what is the current OS Build of your Windows version by going to Settings > System > About.

                                   Go to Download driver and firmware for Surface, choose Surface Pro 6 then click Download on the next page.

                                   Choose the .msi file that matches your current OS Build and click Next.

                                   After downloading, run and install the .msi then Restart.
