Microsoft Complete coverage

I purchased "Microsoft Complete" along with my Surface Book (part of the "bundle"). It lasted 20 months and now has hardware issues. Apparently, this is not covered under the warranty, which makes me wonder why anyone would buy Microsoft's extended warranty. Has anyone found the extended warranty to be anything other than a waste of money?

    To quote from the Service Support Tech:

    "Thank you for contacting Microsoft Surface Support and reporting the issue about your Surface device keeps on booting on blue screen error.  Based on our diagnosis after performing the troubleshooting steps earlier, the issue appears to be hardware-related and the device may need to be replaced."

    I was offered a second hand rebuilt Surface to replace my defective new Surface for $650. Not sure why anyone would think that is a good remedy.
