Can you make it clear to us whether you are using a Surface Pro 4 or a Surface Laptop 4? Because you published this thread in the Surface Laptop 4, but the thread refers to the Surface 4 Pro.
I noticed that you seem to have tried the normal operation of recovering your Surface, that is, holding down the power button for 20 seconds, and if this operation does not recover your Surface, and your Surface is still stuck in the Windows logo page, you can basically tell that your Surface is no longer usable. You will need to find a separate Windows computer, download a dedicated Surface recovery image with the serial number, and then complete the creation of the USB recovery drive.
