    Hello, 

    I believe if you sign into icloud.com and have all of your contacts on iPhone sync to iCloud, you should be able to transfer your contacts over. Another thing you can do is sign into your Microsoft account email on the standard email app on iPhone and your contacts should sync to your Microsoft account, therefore onto your surface. But thats if everything is set up properly.
