That capability has been around for decades. Sure can! There are TV tuner adapters for USB but you do have to watch out for what model you get. There are a lot of them that are scams and don't work.
Do a web search for "USB TV Tuners" and you should get a whole slew of them. Make sure that it supports Windows 8 64-bit (it doesn't matter if it is Pro or not).
If you don't have an external CD/DVD drive, when you get the adapter, go to the adapter's home web site and you should be able to download the same software suite that comes with it on disk or you can copy the contents of the disk onto a USB pendrive or micro-SD card and run "Setup".
I have been putting TV tuner cards in computers ever since Apple came out with their "AV" models of Macintosh computers back in the late 1980's. A lot of them work pretty good and also have DVR capabilities in the software suite that comes with them. You do not need Windows Media Center to run it but some models are designed for it and is the software suite for them.
If you plan on using DVR, I "highly" suggest getting a USB hub to plug the adapter in along with an external hard disk. They usually record in "AVI" format with little or no compression. For regular TV viewing while mobile, they are pretty good and if you travel abroad, some of them support "PAL" also.
Shop around and not only look at the models but also the reviews on them to make sure you don't get junk.
