Thank you for reaching out on us, to clarify, are these device purchased in US or in China? If your device is purchased in US, which mean you will have the English version of Surface, in this case the OS is installed in English, therefore you can not change the device fully into Chinese.

Thanks. I chose "中文(台灣)" and also changed the Keyboard to HanYuPinyin.
We have some employees that Chinese is their native language (understand English, but read better in Chinese) and when we change the language setting not all items change over to Chinese. For example, the main menu and panel control are still in English. Any way to change these to Chinese?
