No. The Intel UHD 620 in the Surface Pro 6 does not support refresh rates above 60Hz.

Even if the intelHD 650 does support 144hz it really doesn't have the horsepower to take advantage of those refresh rates because the gameplay wouldn't be fast enough to make a difference. It doesn't matter how twitchy your mouse hand is. Equally you will get no advantage with video quality either 60fps being the max most streaming services support.
