Microsoft Surface Laptop - No Drive 0 or Drive 1, Drives start enumerating at Disk 2 - Temporary paging file created.

We have a brand new Microsoft Surface Laptop with a 1TB SSD.  We have a MOE and image new systems with Windows Enterprise.  The issue we are having is that the drive enumeration starts at Disk 2.  There is no Disk 0 or Disk 1.  Diskpart confirms this as does Disk Management.

The disk enumeration is performed by BIOS and as far as I have researched, there seems no way to change this. 

If I set the task sequence “Format and Partition Disk” Step to detect disk 2, the imaging process will complete successfully, however there is a paging issue in Windows that I have not managed to resolve despite much research. 

My questions are:

Why is disk enumeration starting at disk 2?  I have never seen this before.

Is there a way to reset the disk enumeration?

The second part of this issue is paging file issue.  I am not sure if the two are related or not.  I have tried changing the settings for virtual memory, including no paging file and manually setting the upper and lower limits and the registry key.  The pagefile.sys file is never created so I can not delete it.  I have hidden and system files viewable.  I have tried pretty much everything that I have read regarding this, to no avail.  I can post the event logs if that will help.

Any assistance with these issues would be greatly appreciated.

    You won't get rid of the pagefile error, that's a side effect of using an older version of Windows than the minimum version of Windows that the device was designed for:

Storage spaces drives are virtual, so they are listed after physical drives. Due to this configuration, you have to target Disk2 or Disk3 instead of Disk0, depending on the device and whether an SD card is present."
