I purchased a used MS Surface laptop 3 and i don't have the UEFI key. Is there anyway i could access the UEFI?

Microsoft cannot help with UEFI passwords. Try to return it to the seller if they won't give you the password. You may need the UEFI password if you make changes. The SSD in SL3 is not considered user replaceable, although it can be done.
