White marks appearing on my screen

Over the past couple days white spots have been appearing on my screen and they havnt been fading away. You can best see it on a black screen. I dont know what could have caused this as they seem to be multiplying. With only a couple google taps open my surface will also start to struggle often causing me to have to restart the device even though I have the i7. Please let me know whats going on and if there is anything i can do to fix the issues.. I have attached a picture of the white marks. (Circled in red)
