Surface slow boot after Windows Insider Program (updated)

Hi all, I was asked to start a new thread on an existing problem, and now I have an update: it's battery related. If I start from the battery after an overnight, I get the below problem. If I keep it plugged in and make sure it's plugged in during wake, I think (?) I'm not having the problem anymore.

Previously:

Hi, I have a Surface Pro 8 with an i7 processor, 16gb ram and Windows 11 home 22H2 installed. It was super fast to boot or wake from sleep as expected. I made the mistake of subscribing to the Windows Insider Program at the minimal setting, but it locked at the highest setting (get every update) which isn't changeable without reinstalling Windows.

My Surface then started a behavior of going through the recovery boot cycle (with the painfully slow blue loading circle) before going into the normal boot cycle (fast, white loading circle). This happened almost daily, whether the machine was shut down, in sleep, if I did a hard reboot from loading. It got so bad that I did a clean reinstall of Windows, but it's still happening. Not every day, but most days - it's to the point that I have to remember to turn on my Surface five minutes before I need it. Occasionally it will wake or boot super fast like normal, and if it goes to sleep after one of these long startups it wakes instantly like it should - but the following day there's a 90% chance of this slow recovery start.

I've done everything on this thread as well as the expected (clean Windows reinstall, all the updates, Surface Diagnostic app), it hasn't helped: Community Post

    I'm sorry to hear that you're experiencing slow boot issues with your Surface Pro 8 after joining the Windows Insider Program. Based on your update, it seems that the issue is related to the battery. Here are some troubleshooting steps that you can try:

    1. Check the battery health of your Surface Pro 8. You can do this by going to Settings > System > Battery > Battery health. If the battery health is below 80%, it may be causing the slow boot issue.
    2. Try resetting the battery calibration. To do this, follow these steps: a. Disconnect the power adapter from your Surface Pro 8. b. Let the battery drain completely until your Surface Pro 8 shuts down. c. Connect the power adapter and let it charge to 100%. d. Disconnect the power adapter and use your Surface Pro 8 until the battery drains completely again. e. Repeat steps c and d at least two more times.
    3. If the above steps don't work, you may need to request for a replacement. With replacement process, please contact live Microsoft support for further assistance. Below are the steps on how to contact them:

    5. Choose how you would like to get support for your Surface device.
    6. Type in the problem you need help with.

    Hi Rodelio,

    Thanks for the suggestions. I don't have that tool in Settings, couldn't find it with search either. I have Settings > System > Power & Battery then the below UI, nothing about battery health. I have the Surface Diagnostic app, it gives the information in the second picture below:

    Should I move on to the battery reset approach?
