Improving GPU performance in Photoshop

Is there any way to make the zooming/rotating in Photoshop CC work smoother?

I uploaded a small short video of what it's like using my surface pro 2017: https://imgur.com/a/F8rdEYK Panning on the other hand, is super smooth and responsive. So is everything else so long as the file size stays reasonable.

This is really the only major issue I have in terms of performance in Photoshop. Performance settings allocate as many resources as possible to PS and not running any extra stuff.

    Thank you for reaching out to Microsoft Community. We are sorry to hear about what happen to your Surface Pro. We recommend that you try these steps below to troubleshoot the issue:

    Method 1: Update your Surface Pro

             Open Settings, look for Update and Security then click Check for updates

    Method 2: Run the Surface Diagnostic Toolkit

             Refer to this link and run the Surface Diagnostic Toolkit for you Surface Pro.

    Method 3: Adjust Windows Performance

             On the Search option on the right hand side of your taskbar, type Windows Performance and choose Adjust the appearance and performance of Windows.

             On the Window that opened, change the settings from "Let windows choose what's best for my computer" to "Adjust for best performance".

             Click Apply the OK. Restart your Surface.
