This could be a hardware issue to the typecover's touchpad already but we can further troubleshoot this problem so we can determine whether or not you need a replacement for this keyboard. Please follow the instructions below.
Open Device Manager.
Note: If prompted with a checkbox stating "Delete the driver software for this device", leave it unchecked then hit uninstall. Do this for all drivers asked to be uninstalled.
- Click View on top and check Show hidden devices
- Expand Mouse and Other Pointing Device> right-click and uninstall all the drivers available.
- Restart your Surface to reinstall those drivers automatically.
If the touchpad still doesn't work, I'd like you to check this in UEFI Settings. To check if the touchpad works properly in UEFI, you can follow the instructions provided in this link: https://support.microsoft.com/en-us/help/4023531/surface-how-to-use-surface-uefi to access UEFI. Once done checking, you can tap exit to restart the Surface device. If in case it doesn't even work in UEFI settings, then this simply means that the typecover is already defective and this needs to be replaced.
