Touch Screen works for the first few minutes after restarting

I have a new Surface Pro 6. The touch screen works for the first few minutes after a restart. There after there are random ghost touches, sometimes half of the screen works. mouse generally works. once in a while the cursor gets stuck at a 'Ghost touch' location and restart is the only option.

I have run diagnostics (Touch screen was fine, Sound had an issue. I don't have an issue with sound), reset the devise, reset windows, Uninstalled and reinstalled drivers.

The problem persist. Could it be hardware? Why does it work for some time if there is an HW issue?

    if within 30 days of purchase, return for full refund and repurchase. do NOT

    exchange with Microsoft as you will get a used refurb.

    Yes, this is within 30 days. Unfortunately I am traveling currently and will not be back until the 30 days are up.

    I also checked online and there is no 'Return device' option. For context, I purchased this in Australia.
