I am able to pair the pen and the eraser button works but the tip does not. I have the standard surface pen without the clip, and is not the slim. I have a Surface Pro 3 refurbished that runs Windows 10. I have tried un-pairing and re-pairing, changing the battery, disabling/re-enabling, and I have also tried the Intel Precise Touch Device disabling/re-enabling as well. Perhaps the tip is broken but I'm not sure as the pen is brand new, just out of the packaging.

I've had the same issue in the last few days... The pen is recognized through the Bluetooth but I can't write with it. This issue seems to have arisen since certain updates were passed at the beginning of 2020. I made sure all the drivers were updated, the battery is full, troubleshoot through whichever window I could, disabled/enabled various drivers through the Device Manager... Nothing works.
I don't know about the person who wrote this issue, but personally the tactile itself has no issue with the fingers, and unfortunately, I don't have access to a different pen to try. I did try a different tip than the original and still no success.

Others have found that going into device manager and disabling/enabling the
"Intel(R) Precise Touch Device" in device manager made both the pen and the
multi-touch work again. Open device manager, Click on human interface devices
to expand it and it should be near the bottom of the list. Right click or press
and hold the "Intel(R) Precise Touch Device" to bring up the menu where you can
select disable/enable.

Pinch and zoom does work, the pen itself still no response from the tip. I have tried disabling/enabling this driver as well as uninstall and restart and done the same with multiple others and none work.
Well, the only way to know for sure if it is the pen (and I personally have had
3 pens die this way) is to try a different pen. If you cannot borrow one to
test, you would need to purchase a new pen.
