ARM64 Windows 11 Developers Kit - Surface PC apparently DOA - not sending HDMI signal to monitor

I HAVE HAD A HELLISH TIME GETTING ANY KIND OF SUPPORT

My ARM64 Windows 11 Developer Kit arrived yesterday and does not display on any monitor via the micro-HDMI port. I have verified that both the cable and monitor are working by connecting them to a MacMini that uses the same type of connection. The monitor is a Dell U2711. I have also tried testing the ARM PC (presumably a Surface device) by connecting it to the Apple's Cinema Display, also without any signal being received by the display.

The device is not listed here, but I cannot get past your call deflection robot.

There are no instructions, only a diagram of controls.

  1. the power LED comes on when the power button is depressed
  2. I get a link light indicating 1GB speed on the ethernet switch
  3. I get an activation light blink on the keyboard
  4. I do not have a USB-C monitor other than a Dell docking station

This device only has a mini-HDMI port and 2 USB-C ports for displays. A tech I spoke to told me to plug into the VGA port, then hung up on me!

It looks like it is starting, just not displaying anything, so I obviously cannot respond to post messages or configuration questions since I cannot see them. If it were mismatched display rates, the monitor would indicate it. Instead it is clearly stating "no signal".
