How to invert FN key? Surface Pro 7

So the media keys are enabled by default when FN key light is off.

I want media keys to be disabled when FN key is toggled off.

Currently I have FN key constantly ON because I never use media keys. I use F1, F2 ... F12

How to invert the FN key toogle?
