Since the most recent Windows 10 update, I have had an intermittent problem in which the screen will suddenly blur when I have been idle for a few seconds. If I move the mouse or type, the blurring stops.
It looks like the blurring is caused by the whole display "jumping" up and down by a couple pixels every frame. so the display is sort of "vibrating" vertically, causing everything to look out of focus.
This also means the problem doesn't show if I take a screenshot.
I first noticed it whilst running Chrome, but it happens with other programs, and even the desktop, taskbar, and task manager are affected, so I'm thinking it's a problem with the OS or drivers rather than an application.
I tried uninstalling and re-installing the display driver using the instructions on this page, but no joy.

Uninstall the latest update by clicking on Start > Settings > Update and security > Update history > Uninstall updates.
Then reinstall it manually, get the update installers here.

Just tried this but it didn't work. Problem was back as soon as I restarted.
Try to just uninstall the recent update and then reboot the device, do not install the latest update yet, let's see if the flicker will stop.
This is just to isolate if the latest update is causing the issue.
Let us know how it goes.
