If you have it enabled in your sign in settings, the functionality that allows you to skip the password prompt after waking up is normal.
To check this, here's how:
- In the Settings app, go to Accounts.
- Select Sign-in options from the right-hand side of the screen.
- Click the drop-down button for If you’ve been away, when should Windows require you to sign in again? option and see if it is set as Never.
Disabling the password required while resuming from sleep only impacts your device's behavior when coming up from sleep if you have it set that way. A fresh start will ask you to enter your sign password.
