    Hello, Doris Weiter.

    Welcome to Microsoft Community!

After reading what you have posted, I have noticed that your current Surface Laptop 3 device is not working correctly with your keyboard and mouse connection and you have tried reinstalling your Windows 11 system and updating the drivers, but the problem still persists.

You are an experienced Surface user, and I believe you have already completed the reset of your Surface system by the means mentioned in the link below:

Restore or reset Surface for Windows - Microsoft Support

Also, you have acquired the driver as well as firmware update for Surface Laptop 3:

Download Surface Laptop Go 3 Drivers and Firmware from Official Microsoft Download Center

If the issue is still not resolved in such a case, I think it is a good option to send your Surface Laptop 3 along with accessories such as keyboard and mouse to the Surface Support team for a better hardware inspection.

To help you create an order for Surface Support services, I will provide you with the following process guide:

    1. Use your personal Microsoft account (not your organization account) to access the following links:

    Contact - Microsoft Support

    1. Type Surface, press Enter, and click "Contact Support" at the bottom:

    1. Select Technical Support and select the device model you are currently using in Produce family, then click Confirm:
