Do yo see these circles in the UEFI? The UEFI settings can be adjusted only

during system startup. To load the UEFI firmware settings menu:

    1. Shut down your Surface and wait 10 seconds.
    2. Press and hold the volume-up button on your Surface and at the same

time, press and release the power button.

    1. The Microsoft or Surface logo appears on your screen. Continue to

hold the volume-up button. Release the button once the UEFI screen appears.

I was asking if you saw circles in the UEFI screen. Yes or No? You can exit the

    UEFI and restart after checking.

Try the consumer version of the Surface Diagnostic Toolkit

    https://support.microsoft.com/en-us/help/4037239/surface-fix-common-surface-problems-using-surface-diagnostic-toolkit

which can often fix most software and driver issues. If this is not a hardware

    issue, this might help.
