Yep same issue here and that was the final straw for me this thing is going back... Hardware is a 10, software is a -10.
I WANTED TO LOVE THIS... But alas I can't...

I am using Facebook Messenger on Surface Duo as a way to make video calls to iPhones. As such, I set Messenger as my default SMS handler. It all works ok except that when I receive an SMS message with the Duo folded and I click on the notification bar, Messenger attempts to open in full screen mode meaning I have to unfold the Duo to see the message. I also got in a strange situation with a call where Messenger would loop between one screen and two screen mode continuously. I was only able to stop it with a cold reboot. Are there any settings that control how applications should launch?

Actually just noticed something.. The problem is if you open messenger. The right screen. Seems if it's opened on the left screen it acts properly.
Thanks, it works better but wider messages are still cut off for me. However, inspired by your finding I explored the app settings and found out that if I turn off "Display Over Other Apps" the app behaves reasonably.
I found if I get the alert when screen is folded with hinge to the left. I have to close the notification, flip open duo, open the Messenger app with icon and it works normally then. PIA..
Will try the hint you found
I just turned off chat heads. As it turns out they really aren't that essential.
