Was it plugged into it's charger overnight or unplugged and sleeping? If it was unplugged It is possible something completely drained your battery and there isn't enough power to start up. You can leave it plugged into power for a couple hours to see if you can get it going or you can manually remove the screen (A user on Youtube has a video that will show you how to do it with a paperclip), then attach the charger to the screen itself and hold down the power button. It should charge the screen and after awhile (when you have at a good amount of battery in the tablet) attach it back to the base and then attach the charger to the base.  I had to do this when my screen and base batteries were completely drained and nothing would let me start back up. Ultimately it turned out my Base has stopped charging for some unknown reason and Microsoft replaced my Surfacebook.

It responds by lights flashing on the base so I know it is charged! Yes it went to sleep with the charger on it over night so maybe the tablet isnt charged but then I think it wouldnt respond at all to me pushing the power plus vol + Keys!

My base was getting a flashing light on the attach/detach key as well so it is possible that your base is screwed up like mine was. Try to manually detach the screen and power it up without the base. Manual detaching requires a paperclip and some patience but it pretty easy once you get the hang of it. Not sure I am allowed to post the link on here but search youtube and you should find the video showing you how to do it.
