Start please with a change of batteries.
Remove it from bluetooth and re-paired it.
Restart device.
P.S. be sure that system and all driver are up to date.

I'm trying to use an arc touch mouse for the first time. Batteries test "good". Device manager shows it is paired with Surface but nothing happens.
