Your Surface may be unable to carry out the task because of a software problem. Can you share more information about why you are trying to boot from a USB?
If you are able to log in to Windows, you can access the UEFI through these steps:
- Open Settings.
- Choose Update & Security.
- Go to Recovery.
- Under Advanced startup, click on Restart now.
- The Surface will restart and take you to the advanced recovery options.
- Choose Troubleshoot.
- Select Advanced options.
- Choose UEFI Firmware Settings.
- Click on Restart.
