CPU throttling to 0.4 Ghz

Hello,

I recently applied the February update for Windows 11 24H2 alongside the most recent drivers and firmware and ever since then my Surface Laptop 5 is MASSIVELY throttling to 0.4 GHz effectively rendering it useless.

The problem happens on battery and while connected to a charger (stock or USB-C doesn't make a difference).

I tried re-installing Windows, various driver versions and forced restarts to no avail and I am at my wit's end. The CPU temperature and other metrics are fine.

Interestingly, every now and then, the performance is back to normal for a few minutes before crashing and throttling again - unfortunately I don't see a pattern and can't reproduce it though.

From my research it seems to be a common problem (e.g., BD PROCHOT) across all Surface generations without any clear resolution.

Any ideas or help would be appreciated.

    Welcome to Microsoft Community.

    If you receive updates pushed through Windows Update and the CPU frequency decreases after the system automatically installs, I recommend you try to uninstall the corresponding update.

    Click the Start menu -- Settings --Windows Update--Update history--Uninstall Updates, find your most recently installed update push, uninstall it and remove it. After all this is done, restart your Surface and see if this phenomenon can be improved.

    If the problem does not occur again, this is proof that the problem was indeed caused by the update. Please provide us with the corresponding update KB number for our record and feedback.
