Pens do not have to be paired to write, so Bluetooth should not be a factor.
- Can you try your pen on someone else's Surface and vice versa?
- Can you try reseating/replacing the pen TIP?
- Can you write with your finger ?

Greetings! I'm having the same issue and unfortunately what worked for JAHaluska didn't work for me. I went through all the same steps:
It always auto re-installs the device fairly quickly after the restart.
I haven't had any trouble with touch or pinch/zoom on websites
The pen button works everytime opening One Note (or whiteboard)
The pen eraser is correctly recognized 1-2 inches above the screen as I can see the cursor moving while hovering over it.
I have a bluetooth mouse connected, but that's the only other peripheral besides the type cover. I've tried disconnecting/removing it as well to see if somehow it was interfering.
It's hard for me to think of anything else besides it just being a defective pen. I used it for like 2 days and it worked, then as of last weekend it just didn't anymore.
Any help would be greatly appreciated!

You should be able to select a pen tool and use your finger to draw:
if you cannot draw with your finger, try this:
device manager
and then select Device Manager
