The text mentioning China would indicate malware/virus activity. You can try a downloadable recovery image https://www.microsoft.com/surface/en-us/support/warranty-service-and-recovery/downloadablerecoveryimage .. boot from it and see if a complete reimage resolves this.
"Sorry, Something went wrong. Please Try Again"
Hi,
I left my Surface book charging and when I came back, I got the above error when I resumed by pressing the power button.
The screen is blue.
The eye icon in the middle (I think that's what it is) and the message "Sorry, Something went wrong. Please Try Again" are flashing.
The top left shows a plus icon and a box with the words "Who would have thought that this corner of China would be home..."
The top right shows the camera icon with the words "Like what you see?"
The bottom left shows the date and time, plus the mail icon.
The bottom right shows the Wi-Fi and battery icon.
If I try to do anything by touching the screen, it either goes to a blue screen or displays a half screen picture and asks if I want to shut down.
I have tried the shut down, but when I start up again, it displays the same error message etc.
I can't do anything with it.
Any help would be greatly appreciated.

2017-03-25T06:15:30+00:00 The answer to this question is completely incorrect. The message about the corner of China was simply part of the screensaver image, I had this problem with a different line that I recognized as being one I had had on my screensaver. Not sure what caused the problem but it was resolved by holding down the power button long enough to shut it down entirely, then restarting. Holding the power button a short time brought up a message, "slide down to shut down" or the like, and doing that did seem to shut it down, but restarting then cycled through the "Sorry something went wrong" and blue screen again.
