Thank you for reaching Microsoft Community. I understand how frustrating this is especially after doing a reset on the device and starting from scratch then eventually issue happens again.
I would like to ask though, after the reset where the issue was initially fixed, may I know what was the last action that you did on the Surface that could have triggered the issue again? Did it happen after playing Sims 4 again?
Please try to check first in the Display settings of the device if are set to Recommended setting. Open Windows Settings > System > Display. See "Scale and layout" and "Display Resolution" settings and make sure that they are on Recommended.
If possible, please try to take a picture of the device display also where we could see the issue that you are getting then share it to us here.
