Microsoft Surface Pen Inconsistencies

I have a Surface Pen, the one with a clip, flat sides, and a single button. Whenever I use the pen it is really inconsistent, sometimes it would work perfectly and other times it will just shut off, and other times it will give me inconsistent inputs to my device. I tried changing the batteries, and it was no use. Top button and sides work perfectly fine. I usually leave it alone for a couple of minutes and it is good to go, and after a few more of using it, the problem comes back again. By looking at the pen output, I can see that the pen inks at intervals of a second or two, turns on and then shuts off, repeated in a cycle. Anyone knows how to fix this? (I tried replacing the batteries, run Windows Troubleshooter, and the Surface Diagnostic Kit)

    Does the issue occurs only on specific apps or on all apps you use the pen with?

    May I know if this a Surface device that you use the Surface Pen with? If yes, which Surface model?

    If this is a Surface device, please run these steps first on the device then observe if issue persist:

    1: C****heck Windows Update

    2: Update drivers and firmware

                                   Check what is the current OS Build of your Windows version by going to Settings > System > About.

                                   Go to Download driver and firmware for Surface, choose your Surface then click Download on the next page.

                                   Choose the .msi file that matches your current OS Build and click Next.

                                   After downloading, run and install the .msi then Restart.

    3: Run System File Checker Tool in Windows 10

    4: Uninstall/Re-install pen and touch drivers

                  While the Surface Pen is paired on your Surface, open Device Manager.

                  Click View on top and check Show hidden devices

                  Expand Human Interface Devices> HID-compliant pen > Uninstall device

    Surface pen settings > Uninstall device

    **** Surface pen integration > Uninstall device

    **** HID-Compliant touch screen > Uninstall device (if you see 2 of these drivers, uninstall both)

    Intel (R) Precise Touch Device> Uninstall device

                                       N**ote : If prompted with a checkbox stating "Delete the driver software for this device", leave it uncheck then hit Uninstall.

                  Expand Firmware > Surface touch > Uninstall device

                  Expand System devices > Surface pen pairing > Uninstall device

    Surface Touch Servicing ML > Uninstall device

    Note: If prompted with a checkbox stating "Delete the driver software for this device", leave it uncheck then hit Uninstall.

                  Restart

                  After Restart, check in Settings > Devices, if the Surface Pen is still paired on the device.

                  If it is still paired, Removed and Add the Surface Pen again.

                  Test the Surface Pen

    Hey! I have a Surface Pro 7 to accompany my Surface Pen. Well, the issue occurs with every application that I tried it on, including Microsoft Whiteboard, Microsoft Onenote, and Sticky Notes. I tried the solutions suggested above, and i was not able to find the Surface Pen settings, Surface pen integration, surface pen pairing, and Surface Touch Servicing ML. Other than that, I tried uninstalling the other stated drivers, but it still was having problems. The pen seems like it will ink periodically, like it is constantly turning off and on with intervals of around 1-3 seconds. I hope this problem can be solved soon. Thanks in advance!
