Bluetooth devices will not connect or pair

I bought my Surface Book 2 in September 2018. Now, 5 months later, I've been having problems connecting my paired Bluetooth devices. I've tried 3 different pairs of headphones and they all connect to my phone just fine. Therefore, I know it is the Surface Book 2 that has the issue. I also attempted to unpair and re-pair the headphones. No such luck. I attempted to troubleshoot in the settings and it said "Error code 38 cannot be fixed in settings, visit manufacturer website." So I did.... No answers or solutions found... 

So here I am, on deployment, no Microsoft stores in site. After spending almost $1,500 on a "Best in the market laptop", which I can't even get a simple Bluetooth connection.

Does anyone know how to fix this? I admit I'm not the most tech-savy, but never had a problem with Bluetooth on any other laptops before.
