We want to deploy the Microsoft Surface Pro 7 for business but want to remove the wifi card so our students don't surf the web. How do you remove the wifi card completely?

You can't remove it, you can't open the SP7 and remove/replace anything, and besides, WiFi is part of an integrated chipset. It sounds like you should investigate group policy to limit WiFi usage. Surface for Business/Education can help with this Contact Surface Support - Surface | Microsoft Docs -
