Black screen with trusted platform module optiins

My computer recently stopped working. Initially there was a red surface screen but now it's black then goes to a screen with trusted platform module enabled and secure boot control enabled and 3 other options. I've tries a few things but it always goes back to this screen

    Hi,

    What you are experiencing with your screen can be caused by certain scenarios that may include software issue.

    To address this concern, we suggest that you perform a two-button shutdown. Here's how:

    1. Press and hold the volume-up button and power button at the same time for at least 15 seconds and then release both.
    2. The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.
    3. After you release the buttons, wait 10 seconds.
    4. Press and release the power button to turn your Surface back on. You should see the Surface logo.
