My CPU is locked at 0.19GHz on my surface laptop studio, how can I fix this?

My Surface Laptop Studio is painfully slow.

Task manager says CPU is locked at 0.19 GHz.
This is both on and off battery.
I am running the latest system.

From what I can find online, the computer may be doing this because of thermal throttling but using a thermometer I can
say my computer is only at 24.1 degrees Celsius at the warmest point.

It worked normally a few hours ago but when I shut it down it displayed the "shutting down" icon over my background instead of over a black screen, after starting it up I have had this issue.

2 days ago I also had issues with it not charging above 21% but I resolved that with a full restart (20 second hold down on power button)

So far I have tried:
Restarting the computer.
Doing a full shutdown and startup.
Checked for updates (none found)
Tried plugging it in and out again.
Tried switching between power modes.
Using the Surface diagnostic toolkit.

Based on the symptoms you’ve described, it’s possible that your CPU is being throttled due to a high temperature reading, even though your computer is not overheating. This is a common issue with Surface devices, and there are several steps you can take to resolve it.

    First, try resetting your Surface Laptop Studio’s power settings to their default values. To do this, follow these steps:

    1. Press the Windows key + X and select Power Options.
    2. Click on Change plan settings next to the power plan you’re currently using.
    3. Click on Restore default settings for this plan.
    4. Click on Change advanced power settings.
    5. Expand the Processor power management section and set the Minimum processor state to 100% for both on battery and Plugged in.
    6. Click OK to save the changes.

    If resetting your power settings doesn’t work, you can try updating your Surface Laptop Studio’s firmware and drivers. To do this, follow these steps:

    1. Press the Windows key + X and select Device Manager.
    2. Expand the System devices section.
    3. Right-click on Surface UEFI Firmware and select Update driver.
    4. Follow the on-screen instructions to update the driver.
    5. Repeat steps 3-4 for any other Surface firmware or driver updates that are available.

    i have the same problem and i did everything you told us but when i restart it it will stuck in 0.19ghz

    hello,
    i have the same issue with a surface pro 7 + after windows update done the 14 juin 2024 on windows 10.
    the CPU is stuck at 0.19Ghz
    Before this update, everything was fine.
    i have reinitialize the surface with the windows 10 image from the surface and remove everything.
    same result, the CPU is always stuck at 0.19Ghz

    same result, the CPU is always stuck at 0.19Ghz
    after this 2nd reinitialization, i had the choice to upgrade to windows 11.
    i have done it.
    but nothing change, the CPU is always stuck at 0.19Ghz
    in power options, i have only the " balanced mode "
    NO Restore default settings for this plan displayed.
    NO Processor power management displayed.
    in the "surface" application, all updates are done.
    and in case if, i have installed the "SurfacePro7_Win11_22000_22.011.9935.0.msi" for surface 7 pro + drivers and firmwares on win11.
    restart and nothing change.
    the CPU temperature doesn t exceed 35 degres celcius.
    this surface is a device from a school direction.
    And now it's completely unusable.
    So, what is the next step ?
